THE SYSTEM IS NOT PERFECT, YOUR COMPLAINT HELPS US IMPROVE OUR SERVICES – BPLO CHIEF GARRY DOMINGO

garry-dc-domingo3

IN AN EXCLUSIVE INTERVIEW of Tuklasin Natin with the Quezon City Business and Licensing Office Chief Garry DC. Domingo said that the untoward incident on Henry’s Funeral Parlor became the eye opener of the local government officials involved in the issuance of permits such as BPLO, Health Department, Building Official and Fire Department to do their respective functions collaboratively.

According to BPLO Chief Domingo, Quezon City is a very big city. It is ¼ of Metro Manila and equivalent to 10 times of Pasay City or 6 times of Makati. To date, Quezon City has around 69,000 active business establishments with 38 plantilla position inspectors from the 80 plus employees of BPLO. More than the data showed by Domingo, there are certain laws and policies that prohibited their inspectors to continuously conduct inspection to business establishments.

Garry Domingo said that there are also other factors beyond control why BPLO cannot impose inspection, either by law or because of climate.

They conduct inspection continuously but under the law, during the first quarter of the year they cannot do the inspection because that is the time of the renewal of business permits. Nine months left- but DILG issued a Circular that in month of December conduct of inspection is not allowed that it may be used for Christmas solicitation.

He further explained that their inspectors cannot conduct inspection also during rainy seasonor the months of June and July especially when there are typhoon and even during summer where most of their inspectors are nearly to retire.

BPLO Chief’s remedy meanwhile that no funds are still available for additional plantilla position is by forming an inspection team, 3-contractuals and 1-permanent inspector which will lead during inspection operations.

Domingo said he knows that these facts are not excuse when lapses or bad situation occurs but they are trying all their best to make their jobs better. He instead, asked for the help of the people living in Quezon City to report or send them a complaint so they will act immediately. He invited the Quezonians like he is who is also living in Quezon City, to be active and participate towards the improvement of the city rather than finding their faults is to give them solutions on the problems.

People can call a 24/7 hotline QC 122. It is not just for emergency but also for complaints that needs to be acted urgently. All offices of Quezon City Hall has a suggestion or complaint boxes that they can send whatever complaints, suggestions or commendation which was consolidated on a daily basis, so they that a particular department should act immediately on issues or concerns of the constituents.

During the 7th State of the City Address of Mayor Herbert M. Bautista of the 20th City Council, Bautista proudly mentioned that in July 2016, Quezon City was declaredMost Competitive City in the Philippinesout of the 1,389 local governments of the country in terms of infrastructure, government efficiency and economic dynamism. Also, in October 13, 2016 the Philippine Chamber of Commerce and Industry recognized Quezon City as the Most Business Friendly City of all Category 1 or highly urbanized cities of the Philippines.

These recognitions received by the local government of Quezon City are just some why Domingo believes that they are on the right track and that they are doing their job seriously. Nevertheless, the system is not perfect, they are also not perfect as human but they are willing to correct and improve their services and the system.

At present, the local government of Quezon City formed a joint effort of the Business Permits and Licensing Office, Health Department, Civil Registrar’s Office and Building Official to look into all small funeral parlors in Quezon City especially those funeral parlors who applied as office operation or show room only. This is the very reason why funeral parlors escaped from the scrutiny of these departments. In terms of inspection, like Henry’s Funeral Parlor which location is in residential area is somehow the reason of not being inspected regularly despite their permit was until December 2015 only.

BPLO Chief said that Henry Funeral Parlor has business permit 16 years ago already. It’s only in 2016 that they cannot renew their business permit because of sanitary code violation.  He said that he have close collaboration with Health Department Chief Dra. Linga including other department heads on inspecting around 120-130 small funeral parlors in Quezon City, in La Loma area alone there are an estimate of not more than 10 small funeral parlors.

On the other hand, Domingo disclosed that Dra. Linga of Health Department is worried of the nearby lechonan business which may be affected and infected of the Henry Funeral Parlor incident.

In line with ease of doing business in Quezon City, Domingo said that BPLO as the main function is to issue permit, they will release the permit in a matter of minutes. This is also the reason of asking the help of the Quezon City constituents to call their attention if they knew unscrupulous people or problematic situations coming in their way so that they will take necessary action, and the worst they will do is the closure of business establishment if there are violations as mandated by law.

“Kasi as far as we are concern, in line with ease of doing business. In short, let’s do our work. Our work is to issue a permit, we will.  But once they violated any of the laws being implemented by the other department, write us a letter, requesting to close them down and we will do again our job. After we give them a permit it’s also our duty to close them down if they will not comply with the requirements as mandated by law.

We have a yearly routing inspection schedule. It helpsthat there are complaints.  When there are complaints we give preference, we give priority to cases with complainants otherwise we follow our yearly routing inspections schedules unfortunately hindi sya nadadaanan,” Garry Domingo said.

Garry Domingo said in a manner that he is seriously saying these statements addressed to those who demonized him and Mayor Herbert Bautista. “…you are a very few people na nakakausap po ako. Alam mo na nate-text mo ako. I told you before nakikipag-kaibigan ako sa maayos na tao. Basta it’s not an excuse na kulangang tao namin but we are appealing to the Filipino people, maging active po kayo, magreklamo lang po kayo.

I don’t take it personally kung binatikos ako for as long as it’s true. Dapat yun hindi ako magalit, dapat yun‘oongaano…nakalimutanko’. Alam mo wala naming perpekto, alam mo lahat nagkakamali. May problema pala ayaw nyong sabihin kapag nakikita nyo kami. Rest assured, you know it hindi kami tumitigil. Go to the office i-a-address po namin…Hindi perpekto ang sistema even the bureaucracy is not perfect but we are not stopping. At sana po manatili kayong magreklamo, it’s okay with me, I don’t get offended…BPLO is far from being perfect but we will not stop at pro-active po kami. I mean we have to stand up when we are right, but when we were wrong we have to be humble enough.

There are limitations but it’s not an excuse. It doesn’t help me, it doesn’t help the city, and if it doesn’t help the city kayo rin ang talo….pare-pareho tayong nakatira dito, di ba? Let us have a pure concern for Quezon City hindi lang para makapamintas kayo ng tao.

Rest assured, we are doing everything we can. That incident sa Henry’s Funeral is an eye opener. Can you imagine, 180 pataynakaluboglangsa formalin? I’m shocked! But it’s not an excuse. It’s good that we brought to our attention and now we’re acting on it. There’s no point pointing fingers at anyone. I will not say it’s not the BPLO’s fault or not the Mayor’s fault, or not the sanitary’s fault or not even the Civil Registry fault.

We all live here, kung maghahanap lang kayo ng diperensya, it doesn’t help us it doesn’t help me, Garry Domingo in his closing statement. #(Cathy Cruz)

QC BPLO Chief Garry Domingo on Closure of Henry’s Funeral Parlor, It’s an eye-opener to us

garry-dc-domingo2

Quezon City Business Permits and Licensing Chief Garry Dela Cruz Domingo during his presentation in line with ease in doing business.

This is the transcript of Tuklasin Natin exclusive interview with Business Permit and Licensing Office Chief Garry DC. Domingo:

Quezon City is a very big city, first of all. We have a yearly routing inspection schedule. It helps that there are complaints.  When there are complaints we give preference, we give priority to cases with complainants otherwise we follow our yearly routing inspections schedules unfortunately hindi sya nadadaanan.

We were talking of Quezon City which is a ¼ of Metro Manila. This is not a perfect system, we are not saying it is a perfect system but we are doing everything we can, this is the same statement issued by the Accessor’s Office, Building Official, City Fire Marshall.

It’s not an excuse, ang sinasabi namin makikita naman po nila ang Quezon City was last week Awarded the most business friendly LGU and several months back QC is awarded as the Most competitive highly urbanized system.

Cathy, you are a very few people na nakakausap po ako. Alam mo na nate-text mo ako. I told you before nakikipag-kaibigan ako sa maayos na tao. Basta it’s not an excuse na kulang ang tao namin but we are appealing to the Filipino people, maging active po kayo, magreklamo lang po kayo.

As I’ve said, priority po naming yung mga may reklamo. Natapat po kaya nakita yan weather its two weeks ago o 1 week ago o 5 years ago nakita po yan kasi may nagreklamo.

It’s not just an obligation of the city tulungan nyo po kami…may obligasyon din po angtao.

I don’t take it personally kung binatikosako ng isang reporter for as long as it’s true. May problema pala ayaw nyong sabihin kapag nakikita nyo kami.

Rest assured Cathy, you know it hindi kami tumitigil. Go to the office i-a-address po namin.

As to date, there are around 69,000 active business establishment. Ang Quezon City po ay 10 Pasay City, 6 na Makati City. So you have to be realistic also. That’s not how to run a local government. Meron talagang Treasury, Assessor’s Office…may limitasyon yung tao. Hindi naman pupuwedeng ako lang ang inspector ng BPLO isarado na natin ang Civil Registry, gawin nating inspector ang lahat ng tao para lahat ma-inspect…that’s not how to run. Hindi perpekto ang sistema even the bureaucracy is not perfect but we are not stopping. At sana po manatili kayong magreklamo, it’sokay with me, I don’t get offended.

Right now, it’s good po na na-brought-up yang punerarya. I am very happy that Dra. Linga is very active, mas makulit pa sa akin si Dra.

Linga, do what you need to do.

And the very reason why we close it down is because sinabi nyo sa amin na nagrereklamo ang tao. Only to find out na ang huling permit nila ay 2015. So ibig sabihin nagbabayad sila ng permit but they did not able to renew in 2016. Nung tinignan naming ang record, nagsimula sila 16 years ago, so wala pa ako rito may permit na sila. Natapat lang na hindi sila sumunod sa Sanitary Code of the Philippines, yun ang naging rekamo: Pagumuulan pala may kumakatas na mga dugo sa kalye. Eh buti na lang may nagreklamo. And it took 16 years para may magreklamo para maipagbigay alam din sa health.

Kasi as far as we are concern, in line with ease of doing business.

Ang masakit, kumuha ng permit ang iba as show room, office only.

It’s not a Task Force- actually, it’s a joint team from the Civil Registry, City Health Office, and BPLO. BPLO is on permit aspect, Dra.

BPLO is far from being perfect but we will not stop at pro-active po kami.

BPLO at present have 38 inspectors from the 80 plus employees of BPLO. BPLO composed of working permit, business permit, inspection, record, admin, excutive staff, and legal department. That’s part of bureaucracy.

I mean we have to stand up when we are right, but when we were wrong we have to be humble enough.

The conduct of inspection of the BPLO is continuous. But, under the law, during the first quarter of the year we can do the inspection because that is the time of the renewal of business permits. Nine months is left but DILG issued a Circular that in month of December conduct of inspection is not allowed that it may be used for Christmas solicitation.

You have to consider napag summer, sobranginitnaman. So those are limitation na wala kaming kontrol.

But rest assured na hindi kami tumitigil. Humihingi ako as much as may budget ang city ng pagdagdag ng tao kahit contractual. Unfortunately under the law, ang pupuwedeng inspector dapat hindi contractual. So ang ginagawa namin to remedy the situation is may kasamang 3 contractual pero may isa na plantilla, pero sya yungnaka-front. That’s just to circumvent what was provided by the law.

There are limitation but it’s not an excuse. Kasi kung nagrereklamolang kayo at walang suggestion, it doesn’t help.

I cannot give you the exact number, pero yung mga maliliit an estimate of 120-130 funeral parlors. Pero meron nang nakitang listahan si Dra. Linga. It’s 10 or a little over 10 that we will particularly look into in the next few days sa area na ito.

Panawaganlang po sa taumbayan, you help us. Ang hinihingi namin pang-unawa at tulong. Huwag na saamin. Pagmamahal na lang nyo sa Quezon City. We all live here, kung maghahanap lang kayo ng diperensya, it doesn’t help us it doesn’t help me.#
