She said at the weekly Pandesal Forum in the Kamuning Bakery Café in Quezon City, that the luck of the leader will benefit the whole nation and the people should give the full support to the leader of the nation. Allen advised President Duterte to be more careful and rest more in the month of March this New Year, because this is the bad month for people like him born in the year of the rooster.

Based on their respected Chinese zodiacs signs, Allen said that President Duterte will get along very well with Russian President Vladimir Putin who is astrologically a dragon. As of now current administration is enhancing the ties with powerhouses Russia and China as part of the campaign for the Philippine’s new independent foreign policy.

On the side of opposing politicians, especially Vice President Leni Robredo astrologically a water dragon and who is a rooster just like the president, Allen endorses that the opposing parties should start to make a middle ground and work in unity and harmony for the better good of the country. In additional, Allen said that traditionally the dragon and the rooster signs are “secret friends” in the Chinese Zodiac.

Marites Allen also explained that the Chinese Lunar New Year should be the start of new things to everyone, that people should not only focus in writing their resolutions but give up their old bad habits and even their old things in their lives. She also added that this celebration is famous to many Asians worldwide as an annual period of renewal, for new plans, for new positive attitude. She reminded people that the ancient Chinese tradition of spring cleaning should be done days before New Year’s Day or only up to January 27 new year’s eve, but that there shouldn’t be any cleaning done on the very first day of the new year.

LaRouche Warns People about Obama’s True Intentions

Former President Barack Obama is in hot water after maliciously pointing fingers the Russian government about the plot of hacking the Presidential Election last November 2016. Obama stated that whenever a foreign government tries to impact the integrity of the Presidential Election, some actions needs to be done; especially that Obama already contacted directly the Russian President Vladimir Putin regarding the issue.

Lyndon LaRouche, a prominent political activist, said that Obama is publicly threatening people. “The nations of the planet are now threatened by Obama’s plan for mass killing of people,” LaRouche claimed. This kind of statement from Obama is alarming due to the growing heat between the United States and the Russian regarding their policies and reform.

Obama, in one of his White House press conference, he repeated his threat against the Russian, saying he wants to deliver a clear message to Putin or there will be consequences to be face by the Russia.  This continuous intimidation from the US President is quite disturbing because Obama is forcing to inform that media that the Russian head is authorized the hacking.

The presidential spokesman, Dmitry Peskov released a statement that the USA should stop accusing the Russia without any grounds or proofs to show. “They should either stop talking about that, or pro­duce some proof at last.” Peskov mentioned.

LaRouche noted that Obama has the fondness of murder, due to his relation with his step-father, Lolo Soetoro in Indonesia, was a killer-operative in the subversion and slaughter in 1965-1966 to bring down the government of President Sukarno. Ang Dominguez-Diokno-Pernia triumvirate ay kontra sa plano ng  palasyo na ipagpatuloy ang SSS pension hike para sa kanilang mga benepisyaryo. UniFAST, out-of-school-youth’s key to continue college

UniFast Law is passed and signed by then President Benigno Simeon Aquino III in October 15, 2015. The signing of the law will let poor but deserving high school students to continue with their studies in college due to the faster financial assistance program that the government offers.


After graduating high school, many students are stopping with their studies and are not able to support for their college. In fact, in 17.5% of 36, 238 high school students is considered as out-of-school youth or defined as ages 15-24 that have not finished any college or post secondary course, and are not working.

Maybe that is one of the reasons for former Pasig City Rep. Roman T. Romulo authored and sponsored the Unified Student Financial Assistance System for Tertiary Education Act, also known as UniFAST Law.

UniFast Law is passed and signed by then President Benigno Simeon Aquino III in October 15, 2015. The signing of the law will let poor but deserving high school students to continue with their studies in college due to the faster financial assistance program that the government offers.

The law states that the government will provide a comprehensive and unified financial assistance system to tertiary students in the Philippines.

“The unified system will ensure that student financial aid programs are adequately funded at all times, and effectively carried out to benefit the greatest number of students who truly need the most help,” Romulo said.

The UniFAST board is composed of the heads of the Commission on Higher Education (CHED), Department of Science and Technology (DOST), and the Technical Education and Skills Development Authority (TESDA); one representative each from the Department of Labor and Employment (DOLE) and the National Economic Development Authority (NEDA); and four representatives from associations of private higher educational institutions.

To help these qualified students, the law‘s goal is to deliver faster government scholarships and other student financial assistance.

In July 1, 2016, CHED Chair Patricia D. Licuanan has signed the Implementing Rules and Regulations (IRR) of the UniFAST Law.

“The signing of the IRR ushers in the full implementation of the UniFAST law — and with it – reforms that would make the delivery and implementation of StuFAPs in the tertiary level more effective, efficient, and politically-neutral or free of political labeling,” Licuanan said.

The IRR states that “the State allows its citizens full access to quality education by providing adequate funding and implementing mechanisms to increase enrollment in tertiary education, especially among poor but academically-proficient and highly motivated students.” This policy, the IRR adds, “should enable them to successfully pursue and complete tertiary education programs in quality institutions, thereby promoting equitable and rationalized access to quality tertiary education.”

CHED Chair determined to finish her terms


It was on December 4, 2016 when Vice President Leni Robredo announced that she was resigning for her Cabinet post after receiving a text message from Cabinet Secretary Leoncio Evasco, Jr. telling her to stop attending Cabinet meetings that was ordered by President Rodrigo Duterte.

But it was not just Robredo who had received the order. Commission on Higher Education (CHED) Chairperson Patricia Licuanan confirmed that she also received a “similar text message” from Evasco.

Contrary to what Licuanan said last June, President Duterte had told her that he would respect her remaining term and would not be replaced after the President took the seat as the Chief Executive, it seems like the President wanted to remove her as the CHED Chair.

The reason why President Duterte wanted to ban the CHED chair were because of the “irreconcilable differences” and her refusal to give up her position despite of the order issued by the President in August telling all appointees of former President Aquino to submit their “qualified courtesy resignations”.

Former commissioner and chairperson Ester A. Garcia reacted with the issue and shared an open letter to CHED pointing out that the institution must not replace its chairperson despite of the changing of administration. She also stated that others “resigned for other reasons.”

Licuanan had suspicious and accused CHED Commissioner Prospero de Vera III and Executive Director Julito Vitriola that they were “working together against her.”

De Vera denied the allegation and said that CHED Chair’s words were malicious and irresponsible.

“I find this statement irresponsible, malicious, and unbecoming of an academician, a former cabinet member, and chairperson of the top policy making body in higher education,” De Vera said in a statement.

Despite of the text message that she had received, Licuanan said she would continue with her work as head of CHEd, noting that she is serving a fixed term until 2018 and she would comply to President’s order after finishing her work and responsibilities as the Chairperson of CHED.

She was appointed by former President Benigno Aguino III last June 2010 and served for four years as CHED chair. However, she was re-appointed in 2014 for another four-year term and expected to leave the post in 2018. (Alicia Angelica L. Villanueva)

Wenceslao Pacquiao, 48, died with five gunshot wounds while Rebeco Paubaya survived when a lone assailant fired gunshots due to a land dispute in Baranggay San Benito, Calatrava a week ago.

Following the incident, the DAR Secretary directed Negros Island Regional Director, Stephen Leonidas, to investigate and fast track the resolution of the land dispute where Pacquiao’s and Paubaya’s farm are situated.

“Necessary steps to hasten the resolution of agrarian disputes are in place to avoid the cold blood of another farmer to meet his ir her land,” said Mariano, after his directive to probe the incident to ‘give justice’ to the victims.

Reports received by DAR disclosed that the victims were cultivating their lands when an unidentified armed man fired shots. Pacquiao is a member of Kilusang Magbubukid ng Pilipinas- Negros.

The land in question is originally owned by Angelina Bruce Laguda and is currently leased to several farmers by Agusitilo Hullesa.

Earlier this year a similar incident also transpired when Alexander Ceballos, also a farmer from Negros, was also killed after sustaining a gunshot to the head.

Since Mariano assumed office in July 2016, he promised to protect the rights and welfare of farmers. Mariano adds that he wants to ‘welcome the sunrise with lands in the hands and control of the farmers, but we certainly do not want to see the sunset with death from a fellow farmer.’

“To achieve a just and lasting peace, the Duterte government needs to sign and implement the CASER (Comprehensive Agreement on Socio-Economic Reforms). The agreement will help improve the lives of millions of impoverished Filipino children and their families,” said Kharlo Manano, secretary general of Salinlahi Alliance for Children’s Concerns, an alliance of child rights groups in the Philippines.

Talking about the recently concluded third round of the peace negotiations between the National Democratic Front of the Philippines (NDFP) and the Duterte government, the child rights group mentioned the importance of national industrialization and genuine land reform among other programs included in the proposal of the NDFP.

Manano explained that ‘Nationalizing industries will provide jobs for Filipinos and will contribute to eventual eradication of exploitation of child labor, children in conflict with the law and even the perilous involvement of children in drug trades and use.’

Likewise, the group said that genuine land reform will help lower down hunger and malnutrition rates among children of farmers and farm workers. ‘If peasant families would have land to till and sufficient support to agriculture from the government, cases of child trafficking and cyber pornography would lessen since majority of victims are rural poor without regular livelihood,’ Manano continued.

Salinlahi encouraged Duterte to be true to his vow to achieve peace, ‘President Duterte should seriously implement CASER once signed and the Flipino people should be vigilant to ensure social justice as a requisite in achieving genuine peace. The success of the peace talks and CASER would contribute to a better future for children,’ concluded Manano.
